Metric meaning: figures use CMS dictionary names only. Initial Rate Change is the first-upload plan-level series (rt_chg_cum_initial), rolled to each issuer with Current Enrollment times Current Premium PMPM on renewing plans. Cumulative Rate Change % (over 12 months prior) is the plan-level current series (RT_CHG_CUM), rolled the same way. The two series are never blended. Unknown rates are excluded from averages and counted separately.
